The Government's plan is to send 9 bills to Congress before the end of March

They are Malvinas, abortion, hydrocarbons, Economic and Social Council and Security, among other initiatives.

Alberto Fernández stretched until about 4 in the morning, engaged in the writing of his speech. After midnight, some officials' cell phones rang with inquiries.

The final touch, the last correction was made upon waking. That is why not even the few who knew the menu of topics I would mention, had the fine detail.

In Congress, governors, legislators, officials and guests crossed into classrooms and halls. It will be the political ring in which Fernandez must press. The other is economic: creditors.

Just as he defined on the hour the fine print of the judicial reform and the changes in the AFI, Fernández will define in the next hours the road map: the plan is to send at least nine bills this month.

"With time to argue with everyone and seek agreements," they swear in the ruling after the quorum stumbled last week with the Privilege Retirement Act.

The president will consult with Cristina Kirchner , who presides over the Senate, and with Sergio Massa , in charge of Deputies. The risk is that in addition to the opposing sparks, the front of panperonism is tense.

The legalization of Abortion will have a transversal dynamic but another factor will be added: the official project could integrate, in addition to legalization, the sexual education campaign and the thousand-day program of assistance to pregnant women.

It will not be the only agitated front: the judicial reform is under the magnifying glass and is seen sideways from sectors of the Frente de Todos (FdT) as well as the Mining and Hydrocarbons projects. These initiatives are in the process of final drafting.

The three projects on Malvinas are more advanced as well as one to strengthen the Federal Security Council that buries Fernandez's original plan to eliminate the Ministry to put Security in the orbit of a collegiate body.

Less noise is anticipated with the Social Economic Council although it will start with a rejection: Roberto Lavagna warned Fernández that he will not preside over that table although he will continue to collaborate with the government as he did these months.

Two reasons: Lavagna says that the centrality of Martín Guzmán should be strengthened and he lets his discomfort with Massa float because of the treatment he gives to lavagnism in Deputies.

The legislative agenda will put the PJ in the face of a dilemma: manage internal tensions and differences without fury, and align with initiatives that are not expected.

"Peronism has to change the chip: it seems that some were better being opponents who shouted and then they took something out of Macri. Now that is no more," slides a leader of the Front of All.

On Sunday, mayors and trade unionists mobilized the square with discretion. In the albertismo they say that they did not request that there be exaggerated mobilization. "Alberto doesn't like it: let those who want to come come," they say in presidential privacy.

In Congress, early Sunday, there were several gatherings and runrunes on failures, in particular three of the courtiers. Eduardo Valdés, national deputy, approached Carlos Rosenkrantz and Elena Highton to ask why. "They are traveling," they told him.

In the previous one, Ricardo Lorenzetti apologized: he said he was in town in Rafaela, his city.

The previous one was in the hall of honor of Deputies. There was Horacio Rodríguez Larreta , always escorted as a shadow by Diego Santilli.

Also the Santa Fe Omar Perotti -expectant for an announcement of Fernández that was fulfilled: measures against insecurity in Santa Fe-, Gustavo Bordet , from Entre Ríos, Mariano Arcion from Chubut, and, among others, Axel Kicillof who later followed the speech sitting at the pair of Carlos Menem.

"Protocol of the Senate", was explained before the consultation on that curiosity: although there was a private reconciliation between Cristina Kirchner and the Rioja -which consists in stopping to invoke the 90s as a cursed decade- the photo Menem-Kicillof together does not stop be striking and could even be read as mischievous.

There were others. " Four fans of San Lorenzo together?" Máximo Kirchner said upon entering Massa's office and seeing the deputy along with Marcelo Tinelli, Eduardo "Wado" De Pedro and Andrés "Cuervo" Larroque. Everyone celebrated irony except the host.

Massa is a Tigre fan but was - or intimately still - a San Lorenzo fan. That's why Máximo K, Racing fan, greeted with that malicious comment. The relationship between the two is so fluid that it allows those soccer chicanes.

Cristina appeared later, in the break between the opening of the Legislative Assembly and the reception of Alberto Fernández. In those minutes, the former president and vice president of the Senate, Claudia Ledesma, were in Massa's office: mate for everyone; Mate cooked for Cristina.
