The joint statement expressed deep concern about the "Hong Kong version of the National Security Law", describing the "full attack" and "intolerance" of Hong Kong's autonomy, the rule of law and fundamental freedoms. The statement accused Beijing of flagrant violation of the "Sino-British Joint Statement", stating "If the international community cannot believe Beijing's commitment to Hong Kong, it will be reluctant to believe that Beijing will keep its promises in other matters."

The Guardian of the United Kingdom described the co-signed statement ’s tough wording and quoted Patten as saying: “The statement shows that the Chinese government ’s unilateral implementation of the National Security Law in Hong Kong has increased international anger.”

Nie Weijing pointed out: "This is the most serious threat to the people of Hong Kong from the Chinese government since 1997. The people of Hong Kong need and deserve our support."

Reuters reported that 17 US congressmen participated in the joint signing, including Republican Senators Marco Rubio and Ted Cruz, as well as Democratic House Foreign Affairs Committee Chairman Engel (Eliot Engel) and the House Intelligence Committee Chairman Schiff (Adam Schiff).
