According to the website of the Environmental Protection Agency, the Chemical Waste Treatment Center was opened in 1993 with a designed treatment capacity of 100,000 metric tons of chemical waste per year. The current management and operation of the center is undertaken by Hengli Chemical Waste Treatment Co., Ltd.

The main operations of the Chemical Waste Treatment Center include collecting chemical waste, analyzing waste composition and processing chemical waste. There are three main treatment processes, namely oily wastewater separation, physical/chemical treatment and incineration. The chemical waste treatment center has multiple sets of subsidiary systems to assist the treatment process. These systems include waste container treatment, storage, laboratories and computer systems. The amount of chemical waste collected from the industry will be reported regularly based on chemical composition and distribution.

According to the Medical Waste Control Plan, the Chemical Waste Treatment Center is the designated facility for the treatment of medical waste. Any producer of medical waste must arrange for proper disposal of the relevant medical waste in accordance with the provisions of the Waste Disposal (Medical Waste) (General) Regulations. To fulfill this responsibility, medical waste producers can entrust licensed medical waste collectors to deliver medical waste. In addition to this arrangement, healthcare professionals can directly deliver medical waste to chemical waste treatment centers on their own. The chemical waste disposal center charges $2,715 per 1,000 kg for medical waste disposal.
