I see two main reasons.
It is first of all the illustration of a policy to strengthen its control over all institutions.
Since the abortive putsch of 2016, the Turkish president has put in place an authoritarian system that aims to concentrate all decisions in his hands.
He is at the same time the head of the government, of the armies, of the majority party.
It has the power to govern the executive, the legislature and indirectly the judiciary.
