The head of the Russian delegation to the negotiations on military security and arms control in Vienna, Konstantin Gavrilov, stressed that his country will not allow NATO and Washington to decide in its place what constitutes a threat to it.

Russia Today website quoted Gavrilov as saying during a session of the OSCE Forum on Security Cooperation, "Russia has demonstrated in recent weeks its readiness to address core issues related to European security, and our country will not allow the United States and NATO to decide for us what constitutes a threat." Gavrilov indicated that his country has been witnessing over the years worrying trends related to the expansion of NATO, the deployment of missile shield elements in Europe, the establishment of new military facilities and the deployment of foreign forces on the territories of other countries near the Russian borders, stressing that Russia is not one of those countries that this situation suits.

Gavrilov explained that the West should take into account Moscow's position and think of steps to raise it, stressing that Russia's priority now is negotiations with the United States and NATO, in which Moscow seeks to obtain legally binding security guarantees from Washington and Brussels. Cooperation in the field of security if progress is made in the said negotiations by adopting a unanimous resolution on guarantees.
