We are witnessing the most significant development since the end of the cold war in 1991. For several reasons, the Russian leadership decided at some point last year that the time was right to express clearly that the order of security which emerged at the end of the Cold War and manifested itself in the "2 + 4" negotiations on German reunification and then in the drafting of the Paris Charter for Europe, do not suit Russia .
Russia is not satisfied with this arrangement and today feels able to firmly demand the revision of this security order, or at least its rectification.
Is this happening because of NATO enlargement or because of Ukraine?
In reality, these two subjects cannot be dissociated, they are two facets of the same question.
