In the fifth wave of the epidemic, many elderly people in residential care homes were diagnosed or died.

In order to avoid the recurrence of large-scale outbreaks, Legislative Council member Chen Hengpin and Xinshan Industrial jointly researched the "NCCO Epidemic Prevention Mobile Shelter" (hereinafter referred to as "Mobile Shelter"), a temporary isolation facility that can be quickly installed, to establish a temporary independent shelter in the hospital. Quarantine space, isolate the confirmed elderly as early as possible, and protect the health of the elderly and the staff of the nursing home.

Seven residential care homes in Hong Kong are trialling the "mobile shelter", and an improved version will be launched after collecting feedback from residential care homes.

Chen Hengpin believes that safe spaces will help promote institutional visits and allow the elderly to reunite with their families as soon as possible. He said that he will discuss with the government to study whether the "mobile shelter" can be promoted to more institutions.

Can be used for emergency isolation or as visiting, dining space

The fifth wave of the epidemic has hit many residential care homes for the elderly in Hong Kong. Legislative Council Member Chen Heng-pin saw a sharp increase in the number of elderly deaths. In order to avoid the recurrence of the related situation, he put forward a proposal in mid-March and cooperated with Xinshan Industrial. It took three weeks in the end. The temporary isolation facility "mobile shelter" was launched.

The purpose of the "mobile shelter" is to protect the health of the elderly and the staff of the nursing home and prevent cross-infection.

For example, Chen Hengpin said that if an elderly person is in a nursing home or feels unwell after being discharged from the hospital, they can immediately isolate themselves.

In addition, nursing home staff can take off their masks to eat in the "mobile shelter" to ensure safety.

He continued to point out that another role of the "mobile shelter" is to facilitate visits to the residential home. He believes that a safe space can allow the elderly to reunite with their families as soon as possible.

The "mobile shelter" can help promote institutional visits, so that the elderly can reunite with their families and protect their mental health.

Low cost 21 air changes per hour

The current "mobile shelter" takes two hours to install, and the Velcro design is easy to disassemble.

In order to maintain hygiene, the "mobile cabin" adopts NCCO oxygen polymerization technology and has multiple functions, including 21 air changes per hour, and is equipped with a dual oxygen polymerization system to purify the air in and out.

The cost of "mobile shelters" ranges from a few thousand yuan to ten thousand yuan. At present, some groups and companies donate them to residential care homes for the elderly in charitable ways.

Mr. Chen Zhiqiang, director of Xinshan Industrial Co., Ltd., pointed out that the filter element of the oxygen polymerization system can be replaced with only about 100 yuan.

Positive feedback from the trial in seven residential homes

At present, there are a total of 12 "mobile shelters" distributed in seven residential homes for trial use, including the Hong Kong Sheng Kung Hui Tseung Kwan O Elderly Service Building.

The service director, Huang Licai, said that the "mobile cabin" allows the home to isolate itself in a dense space to protect other residents and staff.

However, he stressed that in the event of a large outbreak, residential homes still have to rely on medical institutions.

Huang Licai said that there are three "mobile cabins" in the hospital. They have tried it for two weeks. After the trial, the residents and staff responded positively, thinking that multiple facilities are good for epidemic prevention.

The three "mobile cabins" are the "check area", "staff eating area" and "exercise area".

He explained that the elderly who have just returned from the isolation facility can take a virus test in the "check area" to ensure a negative result; employees will enjoy meals in the "staff eating area" to reduce the chance of infection.

In addition, because they are worried that the newly recovered elderly will still carry the virus, they will be arranged to exercise in the "exercise area".

Wong Lai-choi, the service director of the Tseung Kwan O Elderly Service Building of Hong Kong Sheng Kung Hui, said that after a two-week trial, residents and staff responded positively to the "mobile shelter".

The team is improving the "Mobile Cabin" and a new version will be released.

Chen Zhiqiang said that the comments received after the use of the institution were of great help in improving the "mobile shelter", including adding automatic sterilization devices, adding exits on both sides, installing LED lights, and adjusting the size of the space.

Chen Hengpin pointed out that he has been in contact with the government authorities, and they will launch 50 improved "mobile shelters", and they are studying whether it can be extended to more institutions.
