The school year is supposed to open on Thursday in the schools and kindergartens.

But the contacts between the teachers union and the Ministry of Finance are stuck, without significant progress in the past week, and the chances of a strike are increasing.

The teachers' organization also threatens to keep the high schools closed in the absence of a signature with the Treasury.

More meetings are expected tomorrow to promote the two agreements, while at the same time the Ministry of Finance is preparing to request injunctions from the Labor Court


if the strike does take place.



From the proposal published by the Ministry of Finance yesterday, it emerged that there was no real change in its main demands for the new salary agreement of the Teachers' Union.

He changed the excellence supplement from 600 shekels for three teachers to one thousand shekels to be distributed as the school sees fit, after the Ministry of Education claimed that the initial amount would not lead to change.

The proposal for vacations remained similar - moving the three days of Isro Hag, Lent of Omer and Sukkot to Fridays, shortening the vacation before Passover and adding days to the summer frameworks - while the differences in the subject are not large.

The main dispute concerns the salary of the veteran teachers.

The Treasury offers an additional 400 shekels for teachers starting in their 15th year, while the Ministry of Education offered 1,200 shekels for the most veterans.

The teachers union wants to see a significant increase and claims that the current one harms the teachers' promotion prospects.



Other gaps that have not yet been closed concern the transition to five school days, personal contracts for teachers, changing the mother's hours and age, and additions to counselors and outstanding teachers.

In relation to the salary of beginning teachers, the parties say that the dispute is not significant, with the Treasury offering 9,000 shekels, while the teachers' union demands 9,500.

Meanwhile, the Histadrut of Teachers retracted the order to avoid preparation days for the start of the year also in special education after public criticism, and estimated that it would exclude special education institutions from the strike, as opposed to integration classes.

"It depends on developments," they said.

The chairman of the teachers' organization Ran Erez and the Ministry of Finance exchanged accusations after their meeting on Thursday. Erez said that the ministry refused to sign a collective agreement anchoring the reform of the matriculation exams, as agreed between the Minister of Education and his organization, and on shortening the work week and working from home as agreed with the Ministry of Education after Months of negotiations. When he realized this, he told the Treasury that if this was their approach - he would move on to talk about a new comprehensive wage agreement. The Treasury argued on the other hand that Erez's demand at the meeting was a wage agreement and therefore exploded.
