The reason: the state does not allow their wages to be raised.

For 13 years, the nannies' wages have not increased, and during that time the cost of living has become unbearable. Due to the conditions of their employment, the union petitioned the High Court. In response, the state undertook to convene the price committee (a professional inter-ministerial committee for finance and the economy) which recommended raising the rate for nurseries in the coming school year by approximately NIS 550 per month. However, Finance Minister Lieberman and the Minister of Economy Barbie decided to reduce the increase by about 20%.
