"Deep-seated contradictions" were first proposed in December 2005 by then-Premier Wen Jiabao.

Later, in March 2010, Wen Jiabao first explained in detail what "deep-seated contradictions" mean at a press conference after the closing of the National People's Congress.

At that time, he said that Hong Kong has five deep-seated contradictions, involving economy, politics and people's livelihood, including:

1. How to give full play to the existing advantages and continue to maintain and develop Hong Kong's status as an international financial center, shipping center and trade center.


2. How to combine the characteristics of Hong Kong to develop advantageous industries, especially the service industry.


3. To take advantage of Hong Kong's proximity to the Mainland to further strengthen the connection between Hong Kong and the Pearl River Delta. The vast market of the Mainland and the rapid development of the Mainland's economy are the potential for Hong Kong's future development.


4. The people of Hong Kong must be tolerant and supportive, build consensus, and unite to maintain the prosperity and stability of Hong Kong. In the future, Hong Kong will not only achieve great economic development, but also develop democratic politics in a step-by-step manner in accordance with the provisions of the Basic Law.


5. There are two points that should not be ignored. One is to focus on improving people's livelihood and the other is to develop education.


In recent years, many mainland officials have mentioned that there are "deep-level contradictions" in Hong Kong, and Xi Jinping said in his speech at the "20th National Congress of the Communist Party of China" that "deep-level contradictions and problems in economic and social development", and defined "deep-level contradictions" as economic and social development. problems in social development.

Exploration from different perspectives focuses on social structure, resource allocation, and people’s back-to-back

Members' responses also raised various challenges in economic and social development, but the emphasis was different. They were mainly divided into four categories.

The first type of answer mainly points out the structural imbalance in resource allocation. The third type of answers attempts to find answers from a number of social problems, arguing that many problems constitute the "deep contradictions" of society.

Those who hold this opinion include Chen Zhongni, Huang Guo, Li Zijing, Zhou Xiaosong, etc. Most of the members have raised several major problems such as the disparity between the rich and the poor, housing shortage, and the inability to move upwards.

Wu Jiezhuang said that Hong Kong people lack the mentality of ownership, think that the development of the country and Hong Kong has nothing to do with themselves, and have a sense of alienation from society.

Rong Haien and Lin Lin both focused on the problem of the upward movement of young people, while Li Dongguo and Ge Peifan focused on the imbalance of land and housing supply.
