The project was, according to the Minister of Labour, "an irritant" for trade unions and employers' organizations.

The transfer, contested by the social partners, of the collection of contributions from the Agirc-Arrco supplementary pension plan to Social Security has been abandoned, Labor Minister Olivier Dussopt announced on Tuesday during the press conference on the pension reform.

“We have decided not to pursue the unification project for the collection of Agirc-Arrco contributions”

Currently, this supplementary pension fund directly collects more than 87 billion euros in contributions per year, which it pays out to 13 million retirees.

However, it was planned that this collection be carried out from 2024 by Urssaf, which manages the cash flow of the Sécu and estimated that it could achieve nearly 700 million euros in savings per year.

This measure, enacted at the end of 2019 and postponed several times, was strongly contested by the unions and the employers, who co-manage this scheme and feared a

“capture”

of their resources.

Parliamentarians had also accused the state of wanting

to "use the coffers"

of Agirc-Arrco, sitting on more than 60 billion euros in financial reserves.
