The "Lantau Tomorrow" project attracts the most attention is the reclamation of Kau Yi Chau to build an artificial island.

The Land and Construction Advisory Committee welcomes the proposals for the development of the Kau Yi Chau artificial island, and recommends that the government pay attention to the changes in demand for different types of land, maintain the natural environment and improve transportation facilities.

The Secretary for Development, Ning Hanhao, pointed out that an appropriate minimum unit area may be set for houses built on artificial islands.

The Land and Construction Advisory Committee held a meeting today (10th), at which they welcomed the development proposal of the Kau Yi Chau artificial island and noted that the artificial island will provide the land needed to develop a new generation of core areas, including the third core Commercial areas, and livable communities that combine housing and community leisure facilities.

Members suggested that the government should pay close attention to changes in demand for different types of land when continuing to plan and implement development projects, and explore ways to further enhance the liveability of artificial islands and their ability to cope with climate change and enhance biodiversity.

Members also believed that there was room to promote the synergy between the proposed transport network and the existing infrastructure, and indicated that necessary measures should be taken in due course to deal with the impact on the ridership of the existing infrastructure network.

The Secretary for Development, Ning Hon-ho, thanked the committee members for their valuable opinions, and explained that the project is currently in the planning and engineering study stage, and specific proposals will be refined only after more work has been done.

When the leveled land is about to be completed, the Government will implement the detailed implementation plan for land grant and construction works according to the prevailing situation, and consider the policy issues involved, such as setting an appropriate minimum unit size for houses built on artificial islands.

She added that the government has recently invited six professional societies to set up a cooperation platform for continuous communication on the design of the project in order to enhance public participation and broaden opinions.

Members welcomed the Government's proposal to update and streamline the compulsory auction system under the Land (Compulsory Sale for Redevelopment) Ordinance (Cap. 545) to expedite the renewal of old urban areas.

Members noted that the Government's proposed measures have four policy directions, namely lowering the threshold for compulsory auction applications, facilitating applications for multiple contiguous lots, streamlining procedures, and strengthening support for affected small property owners.
