Last weekend, similar events took place on both sides of the ocean.
In the 14th (!) round of voting in the American House of Representatives on the election of the Speaker of the House, some members of the House had to prevent a really violent confrontation between Republicans and Republicans.
Perhaps as a result, some of Kevin McCarthy's opponents agreed to be absent from the hall for the 15th round, and thus he won, by the skin of his teeth, the majority.
The opposition to McCarthy was not ideological.
His opponents are not satisfied with the method used in the House of Representatives, and in the end, when he was drained and exhausted, they obtained almost everything from him that he did not want to give them in exchange for their absence.
Among their achievements - his willingness to allow at any moment a vote that would allow him to be removed... The procedure, which revealed the great weakness of the Republican Party, was very rare.
For a hundred years, the candidate of the largest party in the House has been elected without any problem, and the plenary vote was considered purely ceremonial.
A few hours before McCarthy was elected, David Amsalem came out of his house and poured fire and brimstone on Binyamin Netanyahu, in front of his supporters who were waiting for his speech.
"Netanyahu is ungrateful," he said, "they have humiliated all the Muslims and Bittans."
Amsalem, who announced that he would not settle for anything less than the position of Minister of Justice, or - unfortunately - Speaker of the Knesset, and who rejected proposals for other portfolios in the government, took the decision to appoint others to these positions as proof that the Prime Minister does not value loyalty, and that there is sectarian discrimination in Likud.
When he was cheered on by his fans, he assured them: "No one will humiliate us, the members of the Mizrahi ethnic group - not even a Prime Minister from the Likud."
The outspoken and kick-ass Amsalem is suitable to serve as Speaker of the Knesset or as Minister of Justice about as well as he was suitable to be the Minister of National Digital, but like that dark-skinned girl who claimed that she was not chosen as a beauty queen because of anti-Semitism - so those who are unable to understand his inadequacy find their refuge in the so accepted explanation: Sectarian discrimination. Even Yair Netanyahu reminded Amsalem of the origin of the person who was elected "in his place" as Speaker of the Knesset.
But the real lesson from the cases that happened in Congress and the Knesset, is that the real problem is inside the house, and not on the other side of the political barrier.
When the two political blocs are similar in size - every bastard is king, and the degrees of freedom of the leadership shrink.
The gatekeeper.
On Sunday, August 20, 2000, the government met to discuss a proposed resolution that I brought before it as part of my duties as Minister of Justice.
The decision approved at that meeting established in an orderly and binding manner a procedure for the appointment of a legal advisor - as well as for his dismissal.
This confirmed the recommendations of the Shamgar Committee, established by my predecessor, Tzachi Hanegbi.
Contrary to what happened since the establishment of the state until that decision, once again it was impossible to bring about the dismissal of an ombudsman as a result of being disrespectful in the eyes of the Prime Minister or the Minister of Justice. Since 2000, if the government wishes to terminate the ombudsman's tenure, it must consult with the committee to locate an advisor , and if the ministers still intend to end his term - they must point to at least one of the following four reasons: ongoing disagreements between the government and the advisor, which prevent "effective cooperation";
Counselor misconduct;
his absence due to illness or another reason;
Opening an investigation or holding an indictment against him.
The advisor is entitled to a hearing both before the committee and before the government.
