Coalition Chairman Ofir Katz's bill on fortification passed today (Wednesday) in preliminary reading.

The new law clarifies the existing situation and states that only the government and the Knesset can establish fortifications without the consent of the prime minister and under what conditions.

One of the prominent opponents of the proposed law is Gali Beharve-Miara, the legal adviser to the government.

"The arrangements contained in the proposal give rise to legal and practical difficulties, which require reference and completion" wrote Beharve-Miara in her opinion that is contrary to the law.

"First of all, there is a difficulty in narrowing down the situations based solely on the lack of physical or mental capacity, while changing from the existing law that recognizes other possible situations, in extremely unusual and extreme circumstances and on the basis of a heavy evidentiary infrastructure."

The declaration of impunity will be made by the Prime Minister, or the government with a majority of 75% of its composition.

In the event that the announcement of Nebtsara is contrary to the opinion of the Prime Minister, the Speaker of the Knesset will forward the decision to the Knesset plenum for approval, which will be able to approve the announcement by a majority of 90 members of the Knesset.

Katz added: "To all the unelected parties who are trying to make a governmental coup here under the guise of the slogan 'rule of law' - the people and the people's representatives appoint the prime minister, and only they will change their choice. The Shas party voted in favor of the law, despite the ruling of the chief rabbi against this type of anisha - members of the Jewish Torah party were absent from the vote.
