At the center of the program, each community will be given the most appropriate response to its community and physical characteristics, and every decision will be made in full cooperation and transparency with that community. There are, currently, two main tracks. The first is intended for communities where the expected rehabilitation time is too long, with damage to infrastructure and more severe damage to homes, for which temporary camps will be established. The second is intended for communities whose infrastructure is in relatively good condition.

In the letter, obtained by Israel Hayom, Goldknopf elaborated that already, in order to reduce and streamline the rehabilitation process as much as possible, his office has begun preparations for execution with a number of preliminary actions such as a planning budget, exemption from tender for execution contractors, preparations with companies, and more, so that the rehabilitation can be carried out in all its stages as quickly as possible.

Regarding the temporary camps - a section on caravan sites that will be located in "adoptive kibbutzim" in the western Negev or within the boundaries of the regional council itself, with the aim of being as close as possible to the original kibbutz and their previous life cycle. In the first stage, after approval, about 1,000 temporary housing structures will be designated for the five sites that will now be listed, some 50 meters in size and some 100 meters in size. In order to streamline the settlement and the deployment in the area, hundreds of additional buildings will be ordered in the future, alongside the construction of public buildings for community use.

Bari --> Hatzerim Nir Oz --> Hatzerim or Lahav
Dune --> Revivim

Nahal Oz -->
Kfar Gaza has not yet been determined --> Dorot, Ruhama or Beit Kama

In addition, there are a number of other decisions that the Ministry wishes to bring before the Israel Lands Council, the passage of which is supposed to help the confrontation line. Among the decisions:
- Increasing the percentage of local residents in the allocation of land for residential
use- Staffing vacant estates in moshavim
- Residential buildings for lodging workers in the moshav and kibbutz- Discount on payment of lease fees for non-agricultural employment in the estate

- Substitute notional betterment levy for local authorities

As for the question of "who will build the compounds," in order to save time, Goldknopf suggests that "the most appropriate mechanism will in any case be based on an exemption from tender." This is whether development contractors or management companies will be decided. The Ministry of Construction and Housing has a pool of development contractors to activate them immediately to carry out development work. The Ministry also promoted a list of management companies exempt from tender, which can be activated immediately. The Ministry of Construction and Housing recommends two government companies – Amigur and Cities.

Goldknopf also explained in his letter that he is aware of the controversy surrounding the issue of ordering caravans and their price among his ministry personnel and among others, and explains that in his opinion and in the opinion of many professionals with whom he consulted, "it is not possible to conduct a proper and appropriate rehabilitation process without temporary sites," and also suggests the possibility of giving the buildings as a gift to the host communities as a thank you for their contribution.
