Highlights: Rape has always been considered a spoil of war, says jurist Navi Pillay. Pillay coined this phrase while she was part of the panel of judges of the International Criminal Tribunal for Rwanda. In 1998, the ICC declared rape a genocide war crime. Jewish women, just like Tutsi women in Rwanda, were the target of offensive propaganda. It can be concluded that Hamas' goal was not only to conquer Jewish settlements and terrorize, but also to try to destroy the future of the Jewish people.

Encouraging terrorists to commit brutal sexual abuse is propaganda against the Jewish woman. Systematic rape of women is a major mechanism in Hamas' terror strategy

On the morning of October 7, 2023, Israel woke up to hell, with wrongdoers taking over the lives of thousands of civilians.

The harsh scenes and testimonies keep coming, and it can be concluded that the rapes that took place were carried out on a systematic, massive, incessant level. This is not a spontaneous decision by individuals, but a Hamas military strategy against the Jewish people.

The harsh testimonies about the rape of women and mutilation of their bodies reminded me of the famous phrase of Navi Pillay, a South African jurist: "Rape has always been considered a spoil of war. From now on it will be considered a war crime. We want to send a strong signal that rape is no longer a war trophy."

Pillay coined this phrase while she was part of the panel of judges of the International Criminal Tribunal for Rwanda (ICTR), established in 1994 by the United Nations.

Four years later, the ICC declared rape a genocide war crime.

Historically, sexual violence has been an ongoing component of warfare. For several decades, rape was neither explicitly defined nor prosecuted under international law. With the establishment of the International Criminal Court (ICC) in 1998, the international community declared sexual violence a war crime.

The genocide that took place in Rwanda was committed by the Hutu government that slaughtered, raped and corrupted the Tutsi. Sexual violence against Tutsi women has often been documented, one that was the main target of the Hutu and became the main component of this genocide.

It can be concluded that Hamas' goal was not only to conquer Jewish settlements and terrorize, but also to try to destroy the future of the Jewish people – symbolically and physically

It was a military strategy not only to destroy an entire ethnic group, but also to create a mental conquest on that group.

According to testimonies of survivors, we learn that the terrorists systematically raped Israeli women and mutilated their bodies while terrorizing them, in order to bury their spirits. It can be concluded that Hamas' goal was not only to conquer Jewish settlements and terrorize, but also to try to destroy the future of the Jewish people – symbolically and physically.

In other words, the systematic rape of women is a major mechanism in Hamas' terror strategy.

Encouraging terrorists to commit brutal sexual abuse is propaganda against the Jewish woman. Jewish women, just like Tutsi women in Rwanda, were the target of offensive propaganda. Hutu propaganda centered on the cause of the abysmal hatred of the Hutu – Tutsi supremacy over Hutus. This propaganda, which was of a brutal sexual nature, focused mainly on demonizing the image of Tutsi women. This is on the basis that they are more advanced and modern than Hutu women. The result was fatal – rape, sexual torture and sexual mutilation. Thus, the propaganda perpetrated against the Jewish woman emphasized the supremacy of the Jewish people over the Palestinian people and the desire to destroy its future and, of course, its dignity.
