Despite the House decision, Senate Majority Leader Chuck Schumer, a Democrat, announced that he would not approve the bill.

Republicans put forward the proposal in an attempt to counter that of President Biden, who proposed a total aid package of $105 billion that also includes aid to Ukraine and other countries.
Following the House decision, which is contrary to the president's, Biden threatened to impose his veto power on the decision to split the aid.
