This is what 2024 will bring: Wörthsee's mayor Christel Muggenthal is focusing on something new for Teilsrain.

Wörthsee – Poinsettias sparkle at the window, an Advent arrangement from the Wörthsee Fruit and Horticultural Association is on the table: At the annual meeting, Wörthsee's mayor Christel Muggenthal is relaxed – as usual. Only with the remaining work for the Kirchenwirt, "I can already become a Mäkelfürstin". In between, husband Ingo calls, he is looking for Christmas presents for the extended family. Muggenthal does not want to overstate the fact that there were also disappointments for the community in the year that has almost ended. And there's a lot to do in 2024.

The last work at the Kirchenwirt

"In the end, it always gets tight," admits Muggenthal when it comes to the Kirchenwirt. Craftsmen have fitted a bathtub upside down, small things drag out the finish. "That's when I can get stubborn," Muggenthal reveals. The new apartments on the site are to be occupied in March and April, and the old building will be ready in April. Two apartments go to the new landlord for employees. "In the last few metres, it gets sporty, and everyone has had enough of the construction site." The lease agreement is ready, landlord Dawood Shukri will also take over the small commercial unit. "He's planning a vinotheque and delicatessen," says Muggenthal. It should be possible to taste delicacies at a long counter – but only on a small scale, otherwise sanitary facilities would be necessary again. "I think the offer is a win for everyone who lives there." The opening of the economy is scheduled for mid-May, "when the hustle and bustle around May 1 is over."

The financial situation

"We will be able to balance the 2024 budget and are in a pretty good position," says Muggenthal. The municipality has just increased the second home and dog tax. For further statements on the budget, Muggenthal brings in Treasurer Thomas Dischner for an interview. For him, the increase in property tax in the current year is also an effective means of remaining able to act. Income tax will amount to 2024.5 million euros in 1, trade tax revenues will be around two million euros, possibly up to three million euros – not including the income from the inter-municipal business park. "We'll get through, but not well," says the chamberlain – and rushes out of the room.

This will be particularly expensive in 2024

Drainage in Etterschlag has been a concern for the municipality for a long time. In 2024, the construction work for this is finally to begin, which will cost around two million euros. "But we still don't have the approval from the Upper Nature Conservation Authority for an emergency overflow into the Schluifelder Moos," reports Muggenthal. Investments are also being made in the old dairy. As reported, its owner Leni Eberl has left the building to the municipality for a social purpose. Now the Montessori kindergarten is to move in. The municipality wants to rent out the apartment on the first floor. Without major renovations and renovation work, this will not work in the listed old house. "There are always surprises in old buildings," says Muggenthal. In addition, everything has to be meticulously coordinated with the monument protection authority. All of this is being done under time pressure, because the Montessori kindergarten needs the new home in autumn 2024. It may also boil down to this.

Double-track expansion and station conversion

Muggenthal assumes that there will be no sign of this mammoth project in Wörthsee in 2024. The planning approval procedure is scheduled to begin in the spring. It will take at least two years. Muggenthal calls on citizens to participate in the subsequent process. "The municipality will certainly have objections, but it can't do that for the citizens." There is little doubt that the planned noise barrier, which is up to four metres high, will have to be built along the widened route. "But signatures are probably already being collected against it," says Muggenthal. However, the Federal Railways Act prescribes noise protection on all rebuilt lines. To this day, Muggenthal has not seen any technical drawings for the project. "I don't see that starting in 2026 either."

The Housing Complex for Refugees

In spring 2024, a residential complex for refugees is to be built on the tulip field near the Etterschlager roundabout. 132 people are said to be able to live there. A circle of helpers is ready. Muggenthal had reported on the current status of the plans at the citizens' meeting in November, as is well known, the district office does not want to build containers, but a facility in timber construction. There were no expressions of displeasure at the meeting. "Not everyone has to think it's great, but you don't have to mess around either."

The residential quarter at Teilsrain

The new Edeka has long since been opened, and the small starter apartments on the first floor have been occupied. But the area next to it still lies fallow. At one time, Wogeno planned cooperative housing there. But the project largely collapsed, the costs were too high to create affordable housing there. Behind the scenes, however, negotiations are taking place. According to reports, there is a new interested party. "We and the owner of the property still have a great interest in rental apartments being built there," says Muggenthal. It is possible that half of a capped rental price could be realized in a new project. "But none of this is ready for a verdict yet." For 2024, however, Muggenthal hopes for a decision. This also applies to the project on the other side of Etterschlager Straße. Graf von Deym'sche Immobilien GmbH is planning around 46 rental apartments there, half of them for lower and middle incomes. The war in Ukraine and the energy crisis led to a planning halt in February 2022. The municipality put work on the development plan on hold. Holz-System-Bau is now under discussion for the project, and a decision could be made in 2024.

Local heating and energy supply

The local heating project also depends on the further development of the property on Teilsrain near the new Edeka. There are also private interested parties for the planned combined heat and power plant on Teilsrain, but above all it is intended to supply not only the Edeka but also the senior citizens' quarter on the land of the church foundation, the new housing project on the area that has just fallen fallow, the kindergarten and the facility of the housing association. The establishment of a limited liability company is planned, and pipeline construction should begin in 2024. "It's a long topic. And I can also see how long it all takes in Gilching," says Muggenthal. Torn roads also rarely cause enthusiasm, "the complaints will pile up". For the mayor, wood chip heating plants such as the one planned at Teilsrain are "a transitional technology. Maybe in ten years there will be something else." Geothermal energy is not interesting for the community for financial reasons, but rather lake thermal energy, especially since the lakes are getting warmer and warmer anyway. Municipalities such as Tutzing and Seefeld are already putting out feelers. "But that's not an issue for us yet."

Childcare and the first grades

From 1 August 2026, a legal entitlement to all-day care for children of primary school age will be introduced nationwide, initially for first graders in the 2026/27 school year. In Wörthsee, the construction of a new children's home is pending. Until 2026, the municipality must continue to do so, even if the entitlement only applies to the first classes for the time being. Here, too, the further development at Teilsrain plays a role: "If we know what will happen there, it will be an issue."
