The murky water in the Treasury in the thin line that passes between the decision-makers and the rank of senior officials in the Treasury, has been flowing for many years. 

The previous finance minister, Moshe Kahlon, and the director general of his office, Shai BaVad, have complained about this many times, especially since March, when the corona crisis broke out. According to them, the bureaucracy, whose job it is to carry out the minister's decisions, tends to delay the implementation of his decisions, when these are not acceptable to him.

For decades, finance officials, dubbed "finance boys," have often taken the liberty of dictating policies instead of implementing them. This tension is floating on the surface mainly in crisis management. In the previous government, however, the director general of the ministry and the accountant general worked in full coordination with the finance minister, and now, unusually, the finance director general, the minister's confidant, also enlisted alongside the bureaucrats. 

The matter is particularly serious against the background of the crisis in which all citizens of the country are directly involved, and stormy demonstrations are taking place in front of the Prime Minister's House. These pressures require the government to take full responsibility and manage the crisis as it sees fit. These days the intervention of the bureaucrats against the decisions of the government cannot but be interpreted as a political intervention.

Recently, it seems that the head of the budget department took off his gloves in an attempt to dictate his opinion regarding the decision of the prime minister and the finance minister to help all citizens with a horizontal grant.

The head of the budget department spoke bluntly when he said that the implementation of the decision would lead Israel to bankruptcy, "Venezuela version." Even the staunchest opponents of this plan cannot support such a statement, according to which between us and hungry Venezuela, NIS 6 billion is separated - the cost of the plan. 

Before the end of the previous government term, the director general of finance proposed changing the structure of the ministry so that the five heads of divisions, who exceptionally enjoy the rank of director general, would be subordinated to him. Today, they are directly subordinate, like the director general of the ministry, to the Minister of Finance. In view of the conduct in the Ministry of Finance, it now seems that this proposal is more correct than ever.
