A charter for the protection of children on the internet will be signed at the Paris Forum

This document will record this Thursday, November 10 the creation of a laboratory to work on age verification, image sharing and harassment of minors online, indicates the Elysée.


The Paris Peace Forum takes place from Thursday 10 November to Friday 11 November.

One of the major focuses of this edition concerns issues of digital governance and, in particular, the protection of children on the Internet.

To discuss this subject, Emmanuel Macron brings together at the Élysée several tech players such as Microsoft, Meta or Google, for a "

high-level round table on online child protection

", indicates the Élysée. .

This round table should lead to the signing of a charter between "

the major digital platforms, NGOs and regulators

" to jointly move forward on this issue and "

overcome the obstacles

" that currently prevent the development of rules common in this regard.

The charter in question provides for the launch of a laboratory on the online protection of children.

It is designed as "

a space for collaboration

" between the actors who have signed the charter.

The axes of this laboratory revolve around three subjects: the verification of the age of minors online, the regulation of the sharing of images of minors and cyberbullying.

An international action designed as an extension of the appeal supported at the Forum the previous year by several countries and NGOs such as Save the Children, to defend the rights of the child in the digital environment.

A dinner organized at the Elysée

For the time being, although the signatories of the charter have not yet been revealed, the Americans Microsoft, Meta, Amazon, Dailymotion and TikTok, as well as Alphabet (Google), should be present at the meeting.

NGOs include WeProtect, Standup the children, Point de Contact and E-Enfance, alongside a representative from the United Nations Children's Fund (UNICEF).

The event will be followed by a dinner at the Élysée, where Emmanuel Macron this time invited several academics for the second edition of the "

Global Tech Thinkers

" or, "

the thinkers of tech

", in order to address the question of risk of internet fragmentation.

Among the researchers present should be Camille François, a specialist in content moderation issues, cyberbullying and online disinformation.

The objective is to draw “

a roadmap

” concerning this theme in the context of the war in Ukraine.

Since the beginning of the conflict, some platforms are no longer authorized in Russia and others in Europe.

”, notes the Elysée, underlining an environment favorable to the ever-increasing spread of false information.

According to an Odoxa Dentsu Consulting survey dating from 2019, 30% of French people surveyed admitted to having already relayed fake news to their relatives.
