The Chamber of Deputies approves the majority resolution on communications relating to the administration of Justice carried out by Minister Guardasigilli Alfonso Bonafede. The votes in favor were 309, 200 against, an abstention.
In his report the Guardasigilli had underlined some aspects:
Resources : "In the budget of the state for the financial year 2019, appropriations have been foreseen for the Ministry of Justice for over eight and a half billion euros ( 8,582,153,608.00 euros ) and for this 2020 the latest Law of the budget has foreseen almost nine billion ( € 8,901,562,458.00 ) ". For the judiciary, "even more resources , therefore, compared to 2018 and this has allowed us to put in place an unprecedented effort in terms of recruitment of the judiciary and administrative staff". "The amount of investments in question shows concretely that justice is no longer an ordinary budget item, but a real priority of the national system," said the minister.
Faster processes : "The strong acceleration to the path already started on technological innovation has laid the foundations of a legislative policy of substantially speeding up civil and criminal processes and the general administrative system", assures Bonafede. "The complexity of the structural adjustment work required substantial funds allocated (equal to approximately € 650 million distributed over the three-year period 2019-2021) to make the justice system faster and more efficient at all levels with the commitment to intervene on the hitherto critical issues emerged, in particular in the evolution of the telematic process in the civil sphere and in the initiation of the telematic criminal trial ".
The reforms : "There is the aim of intervening in a surgical way on downtime and malfunctions of the process, without giving life to the umpteenth chapter of a useless and decennial legislative stratification". It is this "the element of maximum discontinuity of this majority with that which preceded it: the ability to know how to face the great reforms that will give citizens rapid and efficient justice". The yard for the reform of the criminal trial is still "open" and that on the CSM is also going on, aimed above all at fighting "the degeneration of current accountancy".
The prescription: "On the prescription there are divergences in the majority and we are confronting those", the minister said in reply to the report on the guidelines of the dicastery. Emphasizing that it is a "close and fair confrontation".
The detainees: "The Ministry has invested most of its energy by focusing on the work of detainees, as a privileged form of re-education". The Minister of Justice Bonafede assured him in the Chamber, explaining that as of 30 June last year "there are 16,850 working prisoners , also the result of about 70 protocols with Bodies for public utility works " and that "to promote treatment paths for adult prisoners , invested in the latest budget law in targeted hiring of 50 legal-pedagogical officials and cultural mediators, 100 officials of pedagogical professionalism and social service as well as 18 managers for external criminal enforcement offices ".
