Arcep, the telecoms regulator, has also been responsible for press messaging since the revision of the Bichet law in October 2019. Given the urgency of the financial situation of Presstalis, the messaging service that distributes daily newspapers and most magazines, Arcep's first decision was to freeze transfers of securities between the two couriers for six months, from December 2019 to June 2020. Its second decision today aims to end the price war between them the Messageries lyonnaises de presse (MLP) and Presstalis. In a double notice made public this Monday, February 10, Arcep asks the two couriers to suspend "the welcome discounts" which they grant to tickets leaving one of the couriers to come to the other. The regulator also requests to delete "group discounts", which are in addition to volume discounts.
