Announcement effect, lack of precision or misunderstanding? It would suffice to declare their partial unemployment, and the state would reimburse employers the amount paid (up to 4.5 times the minimum wage) to all those who are prevented from working by the Covid-19 pandemic. The first refusals from the DIRECCTE, regional branches of the Ministry of Labor responsible for processing requests, concerning so-called "day pass" employees made them disillusioned.
Reason invoked? The counting of the working hours of these executives (expressed in days over the year and not in hours per week or per day) is incompatible with partial unemployment. The labor code provides that they only benefit if the business is closed, but not in the event of a reduction in activity.
