This is one of the flagship measures announced by Jean Castex on Saturday during his trip to Nice in the Moulins district, plagued by drug trafficking. Created by a law of 2018 and already tested in several cities in France, the flat-rate fine - and therefore without legal action - for the use of narcotics will be generalized to the entire territory in September.
Intended to unclog the courts and immediately sanction users, the measure is presented by the Prime Minister as an essential tool in the fight against insecurity: “This new instrument provided for by law will be very effective in the fight against points of resale narcotics that plague the neighborhoods, ”he explained on Saturday.
The fine of 200 € can be reduced to 150 € in the event of payment within 15 days, and raised to 450 € beyond 45 days. The consumer must be of legal age and present his identity card at the time of the arrest.
