Covid-19: Monaco tightens the screws on border crossers

From Monday, the French wishing to go to the principality, even for a few hours, will have to present a negative PCR test.


An eye for an eye.

The princely government of Monaco hardens, as of Monday, the conditions of entry of the French on its territory.

Anyone coming from France, even for 24 hours, will have to present a negative PCR test of less than 72 hours and a certificate of non-contagiousness to covid-19.

These measures had already applied to foreign nationals since early February, but France benefited from an "exemption" that Monaco chose to lift, a spokesperson for the Monegasque government told AFP.

This little turn of the screw is decided "in strict reciprocity of the French provisions".

Reinforced controls will take place at the principality's borders.

Frontier workers, schoolchildren and students, as well as residents of the Alpes-Maritimes coming for less than 24 hours are however exempt from these measures.

Why 24 hours?

Because the prefect of the Alpes-Maritimes on Saturday relaxed the rule valid for the Monegasques.

They are now exempt from presenting a negative PCR test to come to France, if they stay less than 24 hours inside the Alpes-Maritimes department.

Monaco considers this 24-hour period too short and considers that this decision is "in contradiction" with the Franco-Monegasque convention which guarantees the free movement of nationals of the two countries on both sides of the border.

The principality also notes that this decision “penalizes the 9,000 French nationals residing in the principality who have only limited access to their country of origin”.

The Monegasque authorities report 21 deaths among their residents since the start of the health crisis, for a total of 1,755 people infected.

They nevertheless put in place a curfew from 7 p.m. to 6 a.m.

The restaurants are open there for lunch, but since the end of December, their access has been reserved for residents and employees of the principality, who must first reserve their table.
