Austria, Slovenia and the Czech Republic have not given their consent to the mediation proposal, so the other 24 member states are organizing for solidarity action between them, so that the five countries most affected by the vaccine penuria - Bulgaria, Estonia, Croatia , Latvia and Slovakia - can still receive the 2.8 million more doses.
