Police officers and employees of the veterinary office came across 66 cats in an apartment in Hanover.
The 41-year-old resident is suspected of violating the animal welfare law, the police said.
The woman is said to have farmed animals illegally in the apartment.
The veterinary office had received a notice that the cats were in poor health.
When the police and veterinary office were used on Tuesday, not all cats were taken.
Some were allowed to stay with their keeper.
The others came to an animal shelter.
It may be a case of Animal Hoarding.
This means that people keep a large number of pets but can no longer take care of them properly.
Evelyn Ofensberger, head of the legal department of the German Animal Welfare Association, recently described the phenomenon to SPIEGEL as a "growing problem" associated with "immeasurable animal suffering".
