In the latest draft of the competition bill, the rules to incentivize the use of public transport tenders

The measure provided that by 31 May of each year the regions would certify to the National Observatory on local public transport "the publication, by 31 December of the previous year, of the tender notices or the successful assignment with evidence procedures public transport of all local and regional public transport services ". The omitted or delayed transmission of the certificate would have resulted in a 2% cut in the quota assigned to the Region of the Fund for the contribution of the State to the costs of the public transport service.
