Road haulage: proposed agreement, for now the arrest has been averted

Today at the table on road transport, the Deputy Minister for Sustainable Infrastructures and Mobility, Teresa Bellanova, presented the proposal for a Memorandum of Understanding between the Government and the Associations and awaiting the signing of the Associations, which have expressed the need to discuss the Agreement to the internally, "they undertook to avert at the same time also the national shutdown of road transport services to guarantee the seamless continuation of activities".

"We are committed to giving answers. The work continues. In the memorandum of understanding there are the qualifying points to give new impetus to the sector", said Bellanova after the table.

Four, in particular, are the relevant points on which the Protocol will sanction, once signed, the "balance point" reached with road haulage companies and clients.

First of all, compliance with the "fuel cost adjustment clause", an essential element of the transport contract and the indicative reference costs, updated at least quarterly by the Ministry, to be made mandatory for verbal contracts, is explained.

Therefore "checks on compliance with the payment times of transport contracts", also through the involvement of the Competition and Market Authority and the Central Committee for the national register of road hauliers, in addition to what is already in place.

Therefore "the revision of the regulation of the times for the loading and unloading of goods".

Finally, the "simplifying and facilitating measures" linked to the entry into force of the new European Regulation 1055/2020.

In the Protocol confirmed, as underlined during the Bellanova meeting, the signing of both the ministries concerned, Mims and Mef, of the inter-ministerial decree for the shared distribution with the trade associations, for the three-year period 2022-2024, of the fund of 240 millions of euros destined for road transport, which therefore now awaits the green light of the Court of Auditors;

the acceleration of all payment procedures for incentives and contributions due;

the evaluation already underway, on a regulatory level, to explore every solution aimed at avoiding the application to companies in the sector of the contribution requested by the Transport Regulatory Authority for the current year as well.
