The UN from Geneva knows it.
"We are not yet in a position to directly comment on the causes and circumstances of civilian death in Boucha, but what is known to date clearly raises serious and disturbing questions about possible war crimes and serious violations of international humanitarian law," said the Bureau for the Human Rights of the United Nations.
