Those who are entitled to a car parking permit:

people who need a wheelchair, people who have a disability in the legs and those who have been approved by the Licensing Office in accordance with the disability percentages determined for them by the Mobility Committee of the Ministry of Health.

The benefits granted by the parking ticket include parking in places regulated for the disabled, free parking in blue-and-white areas (if eligibility is valid in the local authority), discount in various parking lots around the country when there is an arrangement, partial exemption from paying a license fee for a vehicle owned by the disabled, and free admission.

The benefits can only be realized when the disabled person is present in the vehicle.

To receive the mark, those entitled are required to enter the Ministry of Transportation's website and select the requested action, which is done online.

Fill in the contact details, attach the required medical documents and vehicle numbers for which the character is required and fill out a statement.

In addition, a photocopy of the identity card, vehicle licenses and approval of the Ministry of Health or a copy of the protocol of a medical committee for the disabled at a rate of 60% or more, or a photocopy of medical documents attesting to disability or mobility must be attached.

The character is sent by mail to the address of the person for whom the request was approved.

It does not renew automatically, and can be renewed starting three months before the expiration date.

It should be noted that the application for a character is not always approved, so if it is rejected - it is possible to file an appeal within 90 days from the date of rejection.

Sometimes there are faults even after the application is approved, and most of the complaints deal with bureaucracy, receiving a full car fee instead of a reduced one, and more.

"Unfortunately, in order to issue a disability card, those who need a card often have to go through a bureaucracy's Via Dolorosa," shares attorney Haya Mana, who specializes in administrative law.

Many times the disabled fail to prove to the committee the difficulty in the mobility from which they suffer, and the committee rejects their request.

Also, there is a systematic problem in issuing a disability card to cancer patients who have 100 percent disability during the treatment period, and they are weak and have difficulty walking, and unfortunately until the application for a card is treated, they are forced to walk distances to hospital treatments.
