The possibility of
enrolling simultaneously in two different bachelor
's, master's or master's degree courses, with the exception of medical specialization courses, even at several universities, schools or higher institutes with special regulations will be operational
as early as next academic year 2022- 2023

This was confirmed - recalling that the same possibility is also foreseen for two academic diploma courses, first or second level, at the institutions of higher artistic, musical and dance training (Afam) - the
Ministry of University and Research
.
With a note from the director general of higher education systems and the right to study sent to the rectors, presidents and directors of Afam universities and institutions, it is recalled that with the
law of 12 April 2022,
number 33 "the possibility of simultaneous enrollment in two higher education courses is sanctioned, introducing the possibility for the student to achieve two qualifications belonging to these types of courses in the same time window, thus removing a ban that has existed since 1933 and thus aligning national legislation to European rules on free movement pursuant to Article 21 TFEU, on the promotion of student mobility pursuant to Article 165 of the TFEU and on the right to education pursuant to Article 14 of the EU Charter of Fundamental Rights ".
DEGREE COURSES EXCLUDED
In the note, it is recalled that the law provides for "the faculty for each student to enroll at the same time in two different bachelor's, master's or master's degree courses, even at several universities, schools or higher institutes with special regulations,
however expressly
excluding
the possibility of simultaneous enrollment in
two degree or master's degree courses belonging to the same class
, in the
same master course
, even at
two different institutions
.
Simultaneous enrollment in a bachelor's or master's degree course and a master's, research doctorate or specialization course is also permitted, with the exception of
medical specialization courses
, as well as simultaneous enrollment in a research doctorate course. or master's and a medical specialization course ".
With regard to the simultaneous enrollment in a PhD course and a course of medical specialization, the note specifies that "we continue to refer to the provisions of Article 7 of Ministerial Decree 226 of 2021, which provides that the contextual attendance of doctoral courses and medical specialization schools is governed by the autonomy regulations of the individual universities in compliance with the specific conditions set out therein.
The provision of the aforementioned article 7 is compatible with the provisions of the new law: in fact, article 7 limits itself to providing for conditions for the joint attendance of the two courses.
Among these conditions there is also the possibility of reducing the duration of the doctorate to two years at the request of the interested party. "The implementing decrees, currently being defined, will govern the methods for concretely allowing students to double enroll at the same time, with particular reference to courses that require compulsory attendance, to limited number courses at national level, as well as to favor the achievement of double or joint final qualifications.
