The purpose of the conference It is to protest the shortage of tens of thousands of workers in the industry and the cessation of training for Israelis who wish to work in construction, training in which special emphasis is placed on the issue of safety. "This is a terrible situation and I understand their cry very well," says Moyal, "the foremen continue to be the only accused in every accident that happens, they are investigated, they are blamed, they are judged, and as an inevitable result many of the foremen leave the profession. Schindler adds: "The public must understand that there has been decades of government neglect here that seriously harms the workers. In any professional field, human capital is the most important, and here the foremen are simply abandoned to their fate.

"Many of the construction workers who are injured or killed do not receive professional training and do not receive standard work permits at height," adds Moyal.

"In many cases, this is done without supervision and fake licenses are often issued.
