RMI, the largest land bank of the State of Israel, which owns 93% of the country's land, has always been the object of the zeal of government ministers, and has moved over the years between the Ministry of Land Affairs, the Treasury and Housing, as a powerful political chess game.
During the coalition negotiations currently underway between Prime Minister Binyamin Netanyahu and Bezalel Smotrich
- the latter demands to receive the treasury portfolio, to return the Israel Lands Authority to the responsibility of the treasury and to be appointed chairman of the Rami Council. In return, Smotrich will likely be forced to give up for the position of an additional minister for the members of his faction and to settle for deputy ministers.
Rami is currently in the custody of the Ministry of Housing and Construction under the responsibility of the outgoing minister Ze'ev Elkin - when it was transferred to the responsibility of the ministry in the days of the former minister, Litzman.
The last Minister of Finance who demanded - and received under his hands the Israel Lands Authority was Moshe Kahlon.
In addition, Kahlon even received the planning administration from the Ministry of the Interior, which probably won't happen in the current government, since the leading candidate for the Ministry of the Interior is the former minister, the veteran Aryeh Deri, who most likely will not give up the planning administration.

On May 20, the Israel Land Authority, the housing headquarters and an apartment for rent company were transferred to the Ministry of Construction and Housing from the Treasury.
In a statement issued by the Ministry of Construction and Housing at the time, it was stated that "with this decision, the Israeli government wishes to grant powers and tools to the Minister of Construction and Housing, in order to optimize the work procedures in the management of the housing market in Israel."
Let us recall that with the swearing in of the government at the time, the 35th in the year, MK Yaakov Litzman took office as Minister of Construction and Housing, replacing Dr. Yifat Shasha-Biton in January 2019.
Following the decision to transfer Rami to the responsibility of the Ministry of Construction and Housing, Litzman served as chairman of the Israel Land Authority Council and received under him powers granted to him in accordance with the Israel Land Authority Law -
powers which Smotrich is currently seeking to receive.
