In the early morning of April 16, 2016, five people collapsed and died in the context of the
Time Warp
electronic party , at the Costa Salguero property.
Seven years later, at the
Mandarine Park
bowling alley , also in Costanera Norte, another young man died at an electronic party.
This leads us to wonder
if something has changed during this time
, in relation to campaigns for the prevention of substance use and in terms of controls and care in events of these characteristics.
Also, what could be done to prevent these situations from happening again.
Consulted by
Clarín
, from the Government Control Agency (AGC) of the City they affirmed that there were changes from what happened in Time Warp.
They refer to the sanction, on September 29, 2016, of Law No. 5,641 for the
Regulation of massive events
.
"Today, to carry out a massive event and obtain the corresponding authorization, it is necessary to have
ambulances and paramedics
on the scene, as well as
firefighters, lifeguards, private security personnel and police
to check people at the time of admission," they point out from the AGC.

“If those requirements are not met, permission is not granted to the organizers.
This did not happen before
”, they confirm and clarify that
at the Mandarine Park event they had the required personnel
.
In this sense and in relation to the consumption of narcotic drugs, they explain that although there are
searches
, it is very difficult to prevent them from entering with a pill and that they can even ingest it before entering.
The look of a toxicologist
Carlos Damin, head of the Toxicology service at Hospital Fernández, talks about
prevention and harm reduction
.
“The first thing we have to deal with is that people do not consume.
Consuming any substance is harmful and we need campaigns to convey the
importance of taking care of health
and promoting healthy habits”, Damin assures this newspaper.
In the case of people who also decide to consume, it is necessary to have a risk reduction policy, he warns.
In the Time Warp tragedy, 5 people died from pill poisoning.
And he gives as an example a campaign that began in the 1980s in the United States and part of Europe for people addicted to heroin.
"They offered them syringes so that they would not share them and thus the transmission of diseases such as HIV was avoided," he points out and assures that although
the way is always to discourage consumption
, in extreme cases, it is necessary to help those who are going to resort anyway to the substance to
experience the least possible damage
.
For those who consume pills (ecstasy, methamphetamines or psychoactive drugs), the way to reduce the potential risk is to guarantee
access to water and avoid overcrowding
, because these are substances that can cause dehydration.
It would also be useful for them to have real possibilities of advice on the associated dangers and for there to be controls not only for breathalyzer, but also for other substances for drivers.
In the City, narcotests are already being carried out.
It would be good to extend this test throughout Argentina.
In other countries, it is possible
to test the substances
that are going to be consumed.
This has to do with the fact that the substance is illegal, but possession for consumption (not for sale) is not penalized.
In Argentina, the fact of having the substance is penalized and this complicates the analysis of the drug.
