The Israel Land Authority today (Thursday) publishes for the first time in Israel a tender for the dual use of agricultural land in the Negev: both agriculture and renewable energy.
The tender is the first tender issued by the Israel Land Authority for dual use of agricultural land, with the aim of enabling continued use of active agricultural land, and the establishment of height receptors in a way that will not harm the cultivation of agricultural land.

This is an innovative tender, which follows attempts made in recent years around the world to allow dual use of the land for agricultural purposes and solar electricity production – with the aim of minimizing the damage to crops and agricultural results and simultaneously enabling solar use of the land.
This tender aims to solve the main disadvantage of solar energy is the significant land grab compared to other technologies for generating electricity, when for the most part the land used for solar fields is agricultural land and its use for electricity production comes at the expense of cultivating the land for agriculture.

Tender conditions
The winner of the tender will be asked to act to regulate solar use through a detailed plan, all in accordance with the instructions of the competent planning committee. In addition, the winner will sign a planning permission contract for a period of 3 years. Upon completion of the planning procedures, a lease agreement will be signed with him for a period to be determined in accordance with the electricity license granted by the Electricity Authority.
This tender joins a series of tenders issued in recent years by the Israel Land Authority totaling thousands of dunams for solar projects in the Negev, with the aim of increasing the use of renewable energy.
The deadline for submitting proposals (submitting proposals through the online system) is 04/09/2023 at 12:00 noon. Bidders must be updated on the ILA website regarding any change in the tender by the time it closes.
