"The processes of continuous change taking place in public opinion, influenced by the choices of Over The Top and in the same international groups, require the reaffirmation of shared rules based on respect for the dignity of persons and communities. It is a passage from the Lectio magistralis of the President of the Republic, Sergio Mattarella, at the University of Chile, in Santiago, in which he also mentions the war between Russia and Ukraine.
"Latin America has been able to be at the forefront of peace, with a treaty, born after the Cuban crisis of 1962, which makes the continent the largest area free of nuclear weapons. The Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (Opanal), born with the Treaty of Tlatelolco of 1967, has been, rarely, ratified also by countries that, like the United States, France, the United Kingdom and Russia, possess nuclear weapons but undertake to respect the treaty and not to use or threaten to use nuclear weapons against the contracting parties to the same. This is the value of reinvigorating and strengthening political dialogue between the two continents".
