The average net salary of the 1.2 million hospital civil servants increased by 2.8% in 2021, driven in particular by the agreements of the Segur de la Santé, according to figures published Wednesday by DREES and INSEE. In 2021, an employee of public hospitals and medico-social institutions received an average of 2590 euros net per month in full-time equivalent, an increase of 2.8% over one year in constant euros (i.e. adjusted for inflation) after an increase of 5.9% in 2020, according to this study published by the Directorate of Studies and Statistics of the Social Ministries (DREES).

This increase, "the highest of the three sides of the civil service", is explained in particular "by the continued application of the agreements of the Segur de la Santé of July 2020", which provided in particular for the payment of a supplement of 90 euros from September 2020, increased to 183 euros in December 2020, for most non-medical staff. They have also "allowed a revaluation of the index grids for the staff of the care services and medico-technical sectors" from October 2021, the effect of which will also be noticeable in 2022, adds the study.

"Various attractiveness measures"

On the other hand, the "slowdown", compared to the strong increase of 2020 "results mainly from the non-renewal of the Covid-19 premium, punctually paid in 2020 and which could go up to 1500 euros". In detail, the salary of civil servants increased in 2021 by 2.9%, a little less than that of contract workers (+3.1%) or medical staff (+3.2%). The lowest paid civil servants (category C) are those who benefit the most from the revaluations (+3.2%), in particular because of "the increase in the minimum salary to align with the revaluation of the Smic in the private sector".

The salary of medical staff increases by 3.2% to average 6217 euros net, after the revaluation of the exclusive public service commitment allowance (IESPE), or "various attractiveness measures" including the overhaul of the grids of hospital practitioners. Women's pay remains 19.6% lower than that of men, even if for "identical profile" the gap narrows to 3.7%.
