The National Planning and Building Council, headed by Rabbi Nathan Elnatan, approved today (Tuesday, 17.10.23) a series of decisions to deal with issues related to home front preparedness, including: a rapid process for the addition of safe rooms, immediate approval for the opening of new protected departments at Ziv, Poriya and Eitanim hospitals, strengthening buildings and upgrading energy infrastructure in emergencies.

Following are the emergency resolutions approved at the meeting:

In order to provide a response to soldiers or civilians who will require hospitalization due to the war, the Ministry of Health is required to prepare and establish additional hospitalization departments. In order to enable the immediate establishment of the departments, the Council decided to grant an exemption from a building permit for the construction of buildings for which the Director General of the Ministry of Health has approved that they are required so that the medical institution can also provide a solution for hospitalization of victims of iron sword warfare, on the territory of the medical institutions listed in the Addendum as approved in detailed plans.

It should be clarified that the exemption is from a building permit only and the construction must conform to the detailed plans approved for the medical institution. The construction will be accompanied by an architect.

Quick process for adding safe rooms and a plan to reinforce existing buildings

The National Planning and Building Council approved a fast track for the establishment of safe rooms throughout the country. Due to the security situation and the great urgency of the protection needs of residents throughout the country, the National Planning and Building Council approved a new national master plan that will enable a fast track to the establishment of safe rooms in all parts of the country (TAMA/40/A/1/1). The new plan is an extension of the National Outline Plan (TAMA 40/A/1) approved in 2019 and applies only to communities along the northern border, and allows for an expedited process for protection within 9 km of the northern border.

Today, the establishment of a safe room is possible in accordance with the provisions of the plan applicable to the plot, and any deviation from it requires a process of publishing an easement, with all that this entails. The National Outline Plan 40/A/1, which applies to northern communities, allows the construction of a safe room even in deviation from the provisions of the detailed plans that apply to the plot, and with its expansion to all parts of the country, it will be possible anywhere to issue a building permit for the construction of a safe room, even if it does not conform to the detailed plan.

In addition, it was decided to exempt permits for detached safe rooms and two-story buildings where the building lines allow the area to be built, in accordance with an examination by the plan's editor.

Fast Track for Reinforcing Existing Buildings

In addition, National Outline Plan (40/C) and regulations were approved that will allow a fast track for reinforcing existing buildings against earthquakes, without additional rights, or construction work that is not directly related to the reinforcement process. Today, the licensing procedure for reinforcing buildings is a complete licensing procedure. There is a national need to streamline, simplify and shorten the licensing process for reinforcing buildings against earthquakes.

Today, with the National Outline Plan 38 ruling, in most cases it is not possible to reinforce buildings even without additional space, and with the approval of the National Outline Plan and the regulations, it will be possible to reinforce the buildings in a simple and short procedure.

Emergency Energy Infrastructure

The National Council approved the National Outline Plan for Energy Storage Facilities (TAMA/1/19).
The plan, which was promoted by the Ministry of Energy and Infrastructure and the Planning Administration, regulates the planning procedures and enables the construction of storage facilities in a wide range of suppliers and locations in order to provide a response to the variety of uses of the storage facilities that will provide, inter alia, backup for power stations.

By virtue of the National Outline Plan, it will be possible to build storage facilities adjacent to photovoltaic facilities, gas stations, and residential homes, which will make it possible to regulate electricity consumption in high-demand areas.

Storage facilities play a central role in the ability to increase the production potential of renewable energies and the possibility of relying on electricity supply from these facilities, beyond actual production hours.

Accordingly, the proposed plan was drawn up, which regulates the planning procedures for the advancement of storage facilities and enables the issuance of permits for small to large storage facilities. Very large storage facilities will be promoted in plans at the district and national levels. The National Outline Plan defines a scale of energy storage facilities divided by capacity, and also establishes, inter alia, planning principles, permitted locations for construction, and instructions on how to examine environmental aspects.
