"Perhaps we are not understanding the seriousness of the statements of a government that writes a bad budget law, shuts the mouths of the majority parliamentarians and amends it itself. We are faced with an armoured and unamendable manoeuvre which mortifies Parliament, sends it to the attic by evoking a measure of the twenty years, precisely from 1925, which provided for the consent of the government to put the expenditure amendments to the vote. At this point, one wonders if we will arrive at the adoption of another measure of the fascist period for which every topic to be dealt with in Parliament must have the prior consent of the head of government". This was stated by the leader of the group in the Chamber of Deputies, Francesco Silvestri.
