As part of the procedure for the issuance of the firearms license to the deputy Emanuele Pozzolo, the Provincial Command of the Carabinieri of Biella specifies that "it has not expressed any negative opinion". The provincial command specifies that it has communicated "only that it is not in possession of useful elements of evaluation" with regard to the needs represented by the parliamentarian for the issuance of authorization by the Prefecture.
La Stampa, from the carabinieri negative opinion on the firearms license for defense
Deputy Emanuele Pozzolo had had a firearms license for self-defense since mid-December and the Carabinieri of Biella had given a negative opinion on the need for the parliamentarian. This was reported by the newspaper La Stampa, which then brings out that only about two weeks had passed when the incident on New Year's Eve took place, in which a bullet accidentally fired from his gun at a party in the Biella area had injured one of those present. Other weapons, as already known, Pozzolo had in his house in Vercelli, by virtue of the license to give me for sporting use which he already possessed. The negative opinion on the need for self-defense for Pozzolo had been provided by the Biella military, competent for the territory, as the parliamentarian since the autumn of 2022 had established his residence in Campiglia Cervo, therefore in the area, the town near Rosazza, the place of the end-of-year party. The motivation for the request to carry weapons for defense would result in the fear of retaliation following participation in a conference on the situation of Christians in Iran.

"I will submit an urgent question to Minister Piantedosi on the issue of the issuance of the firearms license to the deputy of Fratelli d'Italia, Emanuele Pozzolo, by the Prefecture of Biella, despite the negative opinion of the Carabinieri. If this circumstance were confirmed, we believe that an immediate intervention by the Minister of the Interior, Piantedosi, would be necessary to verify the reasons for this rather irritual procedure followed by the Biella prefecture. The practice, in fact, is exactly the opposite: if the Carabinieri express a negative opinion on the issuance of a firearms license to a citizen, this is denied by the prefecture.
Why, in the case of Deputy Pozzolo, did the prefecture behave differently? Have other motivations or excellent recommendations prevailed? And if so, which ones? It is necessary to have full clarity as soon as possible, given that thanks to that gun license, Deputy Pozzolo could go around armed on New Year's Eve in Rosazza."
