The tenure of Lt. Col. Aviv Kochavi as Chief of Staff has created one of the huge gaps between the rhetorical level and the behavioral level.
His predecessors turned the IDF into an army that did not trust a decision, an interest group that fights for "coexistence in peace" with terrorism, which works to endlessly defend itself against it, but by definition provided protection for its senior officials, headquarters and mechanisms.
Kochavi entered his role with a different "voice".
There was no chief of staff who more often than not uttered the word "victory": in workshops, in the IDF operating program he published, in lectures in front of faculty.
He was marked as the "Chief of Staff of Victory." It seemed that the DNA was about to change.
Even when he encounters the slogan of the "best for high-tech" business company - rage.
But in Operation Wall Guard, Hamas' "metro" shelters remained safe.
Armored brigades did not attack them, nor did Kochavi demand their recruitment.
Had they set out, it is likely that the compound would have been abandoned ahead of time.

After all, postponing the operation to the "next shift" means an accumulation of rockets of the quality and quantity that in a combined war (north and south) will not allow any defensive technology to provide normal Israeli life in an imaginary secure world.
Kochavi must launch a conscious campaign and talk to Israeli society.
Make sure that the way he sees her there in the General Staff is correct, as a magical reluctance to maneuver and sacrifice.
And if it is found that this is a determined, strong company, which he mistakenly attributed defeat and laxity to, then he will go out on his behalf to campaign against the decision-makers and claim there that as Chief of Staff of the People's Army he makes the voice of the people and demands security on his behalf.
Society's call - is the weak link: as long as the General Staff axiom is that in the face of a breach of sovereignty, the people are only ready to use cyber or air warriors - victory theories will not work.
