The auditors of the municipal annual accounts for 2020 have taken a closer look at some Moosburg areas.

At one point the report itself was questioned.

– Is everything going right with the annual accounts of the city of Moosburg?

What about the administrative and asset budget?

To answer that for 2020, the city council's seven-member, cross-party Public Accounts Committee (RPA) met ten times and gained detailed insights into various city areas, processes and expenditures.

On Monday, the test report had to be approved by the city council.

But before that, there were still some inconsistencies to be clarified.

Deputy RPA Chairman Reinhard Lauterbach (FW) first read out a summary.

The administrative budget was unspectacular, and the asset budget had to be dealt with more intensively.

Lauterbach then listed the main points.

Poor utilization was found at the homeless shelter on Landshuter Straße.

According to Lauterbach, that is not necessarily a bad thing at first, because it could mean that there are few or no homeless people.

"But if there are hurdles or people don't dare to take advantage of the accommodation, then that's not expedient either."

In addition, the RPA had investigated the status of visitor parking spaces that are designated as part of development plans.

Lauterbach: "They should also become common property.

Ultimately, however, no one checks whether this is really the case.

Or whether the parking spaces are somehow rented out permanently.” The advice to the city is therefore to keep a closer eye on compliance with these agreements.

Accepted too much contaminated material

The RPA also took a closer look at Moosburg's acceptance of green waste and recyclables: in 2020, an "outlier" was found in contaminated material.

"We recommend that staff at the recycling center be instructed not to accept contaminated material, which leads to high costs for the city."

At the ice stadium, the RPA took on, among other things, the agreement between the city and EV Moosburg.

Lauterbach explained at the meeting that they had come to the conclusion that the proportion of public use of the stadium, for example by schoolchildren, the public run and the ice disco, predominated and that the sports facility was very well received.

Johannes Becher (Greens) was surprised: "The report contains a few things that have not been explained now.

And where hopefully documents were also submitted later.” The report states “that the EVM does not meet certain obligations” – for example with agreements for applications or employee registrations for social security.

Violation is a reason for termination without notice.

"That's strong stuff for an RPA if you quote it like that." Therefore, Becher's question was: "Does the city now have everything from the EVM?" The report also states that the agreement between the city and the association is insufficient and is in need of improvement.

“So is there now a new agreement that we have to decide on?

Are there any further investigations?”

Reinhard Lauterbach replied that he himself had spoken to the club and its cashier and that everything had now been submitted and settled.

This was also confirmed by Evelyn Stadler, head of the city administration.

Philipp Fincke (FDP), also an RPA member, added that the committee had the feeling “that the financing of the two clubs (

EV Moosburg, EV Aich; ed.

) that is regulated in this agreement may not be legal the yolk is the egg".

The sometimes drastic wording in the report should be interpreted in such a way that one would like legal support in order to "make everything watertight" - also with regard to future agreements.

Mayor Josef Dollinger, who thanked the RPA for its "extensive and high-quality work", promised: "We will evaluate it promptly and then put it on a new footing." The city councilors seemed satisfied with this, the annual accounts were unanimously approved and discharged.
