"The U.S. calls on Israel to refrain from allowing the return of Israeli settlers to an area covered by legislation passed in March, in accordance with commitments made by former Prime Minister Sharon and the current Israeli government to the United States."

"It was clear to us that promoting the settlements is an obstacle to peace and achieving the two-state solution. This certainly includes the creation of new settlements, the construction or legalization of outposts, or permitting construction of any kind on private Palestinian land or deep inside the West Bank adjacent to Palestinian communities."
