Formally, the closure will be imposed on most Jerusalem, but in practice the closure will only apply to ultra-Orthodox neighborhoods. The exercise was done by "excluding" the vast majority of non-Haredi neighborhoods and areas in the city. Ministers who accepted the proposal and the map attached to it were outraged by the move.

In the decision of the "Ministerial Committee for the Definition of a Restricted Area", a "restricted zone" was set on District 1 (North of the city), with the exception of Jerusalem's Kfar Aqab, Atarot industrial zone, Beit Hanina, Pisgat Ze'ev and the Jerusalem neighborhood of the peace neighborhood. The ultra-Orthodox neighborhood of Neve Ya'akov.

The same is true of District 2, which includes the ultra-Orthodox neighborhoods Ramot (in Haredi neighborhood) and Ramat Shlomo, and the other neighborhoods were excavated - the Har Hozvot industrial zone, the Erez Valley metropolitan park and the Motza Valley metropolitan park.

Secular areas were also excavated in District 3 - Givat Shaul Industrial Area, Beit Hakerem, Mount Herzl, tributaries, gardens, Ramat Dania and Hadassah Ein Kerem Hospital; And ultra-Orthodox neighborhoods like home and garden were left.

Each of the neighborhoods will be subject to the restrictions set out in Rule 3 of the Emergency Regulations (restricted area): Exit from the Quarter will only be allowed for essential work, essential medical care, first-class family funeral, minor transfer between divorced parents, legal process and any other essential prior approval Of Rahal.
