Decree August, the draft: layoffs stop, not for everyone

Here is the draft of the August law decree that ANSA was able to view. Extension of the blockade of layoffs to 31 December 2020 with some exceptions : the measure does not apply in cases of cessation of business activity and in cases of bankruptcy. There are also specific rules for procurement. The intervention that allows the employer to revoke the dismissal procedures without penalties against him is confirmed.  

The Cig Covid is extended for nine weeks and it will be possible to use it until the end of 2020. But it becomes selective and expensive : the last weeks will be authorized only for those who have already used the scheduled periods by paying 9% of the total remuneration that would have been due to the worker if the company's turnover has fallen by 20%. The amount rises to 18% for those who have not had a drop in turnover, always provides for a first draft of the August Decree, consisting of 10 articles, with the measures that mainly concern work. The layoffs are also blocked until 31 December and - it is another novelty - the cancellation of the contributions for those who, despite having benefited, will no longer use the Cig.

 The cancellation for six months of social security contributions, with the exclusion of those due to INAIL, will be recognized to employers who will hire a subordinate worker indefinitely by December 31, 2020. The first draft of the August Decree states that ANSA was able to view. The exemption from contributions is valid only if there is an increase in employment compared to the previous twelve months but it can be combined with other exemptions or reductions in rates already envisaged.

Then comes a new extension, until the end of December 2020, for forward contracts . The first draft extends the derogation already foreseen to the posts fixed with the Dignity decree which during the lockdown had been introduced until 30 August.

The check for total civil disabled people also increases: the € 516 will start from the age of 18 and no longer from the age of 60. The rule is retroactive from 20 July.

Also according to the draft, there is support for seasonal workers in tourism, spas and entertainment in the form of two different bonuses, from 1,000 and 600 euros for the months of June and July . But help also comes to new professional categories, such as home sellers, 'intermittent' workers and self-employed (occasional) workers who do not have a VAT number. The regulation provides 1,000 euros for tourism and spa seasonal workers who stopped work before March 17 and who have not currently returned to work. The 600 euros per month go to the other categories.
