Barely arrived, already commissioned: taking office on August 17, Thomas Fatome received two days later a letter from his supervisory minister, who set his roadmap for the coming months.

The priorities remain the same as before the coronavirus epidemic: “

better territorial organization of health

”, “

response to requests for unscheduled care

” and “

the rise of telehealth

”.

Olivier Véran thus wants to carry out the reforms initiated by his predecessor Agnès Buzyn, starting with the territorial professional health communities (CPTS), of which he wants “

accelerated deployment

” in order to “

link the entire territory as quickly as possible

” - the ministry listed 60 "

in operation

" in February.

These structures, which bring together liberals around jointly defined projects, would in the process be entrusted with a new mission "

of preparing and responding to serious health threats and crises

".

Another pending project, the “

access to care service

” (SAS) will be the subject of a specific discussion with private doctors, whose “

greater involvement

” is expected through more consultations without an appointment.

Rather than increasing their tariffs, the minister is leaning towards “

profit-based financing solutions that take into account the service actually provided to users

”.

Some specialties (gynecologists, pediatricians, psychiatrists) may however obtain a "

revaluation of acts of consultation

" in return for a reduction in their access times.

In addition, teleconsultation will be further facilitated to "

learn the lessons

" of its "

massive

" use during confinement: Olivier Véran hopes "

flexibility

" for doctors and a practice "

widely open

" to dentists and midwives, from same as the "

tele-care

" for nurses, physiotherapists and speech therapists.

A "

significant effort

" is finally requested to give substance to the shared medical file (DMP), relaunched at the end of 2018 by the Health Insurance (9.3 million were opened in June) but still too little supplied, the minister opening the door for this. to “

temporary incentives

”.
