The estimate is contained in the documents attached to the minutes of the Scientific Technical Committee which had already analyzed the various scenarios at the end of April in view of the start of phase 2, in early May.

The estimates are contained in one of the documents prepared by Inail on the data of the Higher Institute of Health and the Bruno Kessler Foundation and reported in the minutes of last April 22: a detailed report in which all the possible effects produced on the spread of the virus are listed. from the reopening in the various closed sectors following the lockdown, at the end of which the technicians advised to adopt "a progressive approach in the reopening measures", reiterating in any case the need to use masks in all public places, social distancing and the ban on gathering.

One of the tables in the document indicates the effect that reopenings have on the Rt index: without any closure, the Rt is at 2.25 (average between 2.06 and 2.44);

with only the closure of the schools the index drops to 1.86 (average between 1.66 and 1.97), therefore 0.39 less.

If smart working is also added to the closure of schools, the index drops further to 1.69 (average between 1.54 and 1.83), 0.56 less.
