Why APL beneficiaries should not receive the exceptional bonus as Macron promised

On Wednesday, the president assured that beneficiaries of housing assistance would receive, like those receiving the RSA, 150 euros exceptional bonus.


The beneficiaries of the RSA and the APL will receive

"exceptional aid during the 6 weeks which come

from 150 euros plus 100 euros per child"

, assured Emmanuel Macron, Wednesday, during a television interview.

A gesture in favor of

"the most precarious who fall into poverty"

and for which the president said he wanted to provide

"an answer".

The following would therefore be concerned: "

the beneficiaries of RSA and APL - which suddenly affects all young people to a large extent, 18/25 year olds

".

This is the ambition of the president who recalled his support for young people, strongly impacted by the economic crisis.

Indeed, if the active solidarity income (RSA) is intended for applicants aged 25 or over, young workers, young parents and single parents, personalized housing assistance (APL) does not require any minimum age requirement.

During a press conference this Thursday confirmed the words of the president by assuring that the beneficiaries of the RSA, the APL but also the specific solidarity allowance (ASS) will receive the exceptional aid.

In unison, the Prime Minister and the President proclaimed that the device will be quite simply the same as that applied last spring ... Device in which the APL were not included as a whole, which contradicts their announcements previous ones.

Explanations.

APLs absent from the first device

According to the decree of May 5, 2020 establishing

"exceptional solidarity aid linked to the health emergency for the most precarious households",

the device consists of aid of 150 euros addressed to

"beneficiaries of the active solidarity income (RSA ), the specific solidarity allowance (ASS), the flat-rate premium for resumption of work, the retirement equivalent allowance (AER) or the solidarity income (RSO) ”

.

Added to this, a second aid

"of 100 euros per dependent child for beneficiaries of the active solidarity income (RSA), the specific solidarity allowance (ASS), the fixed premium for resumption of activity, the equivalent retirement allowance (AER), the solidarity income (RSO) or personal housing assistance ”

, that is to say, the APL.

APL beneficiaries were therefore not affected by the 150 euros and only those with a dependent child received aid of 100 euros per child.

Thus, Emmanuel Macron and Jean Castex contradict each other when they declare that the exceptional aid which will be reactivated will be addressed to the beneficiaries of APL, while affirming that the device will be the same as the previous one.

On the side of the Ministry of Health, we only confirm this last point:

"The exceptional aid is on the same model as that of the spring"

, without giving more details.

But above all, this device dismisses the youth again, contrary to what the president said on Wednesday.

New announcements from the Prime Minister are expected on Saturday, on the occasion of the International Day for the Eradication of Poverty.

Perhaps the opportunity to clarify this point.
