Public Actors,
and confirmed in
Figaro, a
draft decree and a draft decree published by the Ministry of Transformation and the Public Service will soon appear in the Official Journal.

As an extension of the framework agreement signed on July 13 and relating to the implementation of teleworking in the public service, the decree which comes into force on September 1, 2021 specifies the terms and amounts of this fixed allowance.
Teleworking package limited to 220 euros per year
The objective is to add to the framework agreement "
a device aimed at compensating teleworking in the form of a fixed allowance
", as the decree reminds us. A decree of the ministers responsible for the public service and the budget fixes the amount of the allowance at “
€ 2.5 per day of teleworking within the limit of € 220 per year
”. The flat-rate allowance must be paid according to the number of days of telework requested by the agent and accepted by the employer. There is therefore no longer any question of triggering threshold as mentioned by the government, "
a satisfactory point
" underlined by Sylviane Brousse, who speaks on behalf of the CGT Federation of public services.

Public officials benefit from the same terms with the framework agreement as a common base, a very important point
," recalls Sylviane Brousse.
Regarding the date of the first indemnities, the decree indicates that "
the first payment of the teleworking package for the teleworking days carried out between September 1 and December 31, 2021 will take place in the first quarter of 2022
".
On the other hand, the CGT union of public services recalls that for the agents of the local authorities, the establishment of this fixed allowance will be at the goodwill of each community.

As a reminder, nine trade union organizations representing the public service had unanimously signed this framework agreement with public employers and ministries, the objective of which is to define the outlines of teleworking and to facilitate recourse to it for public officials. As provided for in the agreement, it is on September 1, 2021 that public officials will be able to telework for a maximum of 3 days per week, for full time, at their request and with the employer's authorization.
